I'm not sure about over in the US, but I'm pretty sure everywhere else that you are mixing tenses here.

In you list, the ones you say are correct IMO need fixing.

It needs said.
They need reminded.
My tires need replaced.

Should be:

It needs saying.
They need reminding.
My tires need replacing.

The items pass my own intuitive grammar check, and I'm a native speaker of American English, so this confirms they are a valid part of American English (though, like you said, they might not be elsewhere, and it would be interesting to find out more details about when and where they are valid). Incidentally, if official models of American English grammar disagree with things native American English speakers are naturally saying, then it is the model, not the speakers, that is in error.

I just went to books.google.com and did a search for ["it needs said"] and confirmed it is used in print, albeit not very often (lots of false positives, but some true positives scattered among them).
